what is the best telephoto lens to use with my Canon 1000D you would recommend, the EF 55-250 or the EF 70-300?

It really depends upon you

The 55-250 mm starts where your 18-55 mm lens ended, so there is some good continuity there

The 70-300 mm has an extra 50 mm, so if you are into shooting things like air shows, that lens may be the best for you.

ONLY you can really determine which is best for you.

Go into a camera store and try each of them on your camera. Then you will know.

What I would do has nothing to do with what is best for the subjects you shoot or your style of shooting. I would sell the 18-55 mm and buy the excellent 18-200 mm IS and use it.
